Sources sought is where the contract is actually decided

Most companies treat it as a formality to skip. It is the cheapest leverage available in federal business development.

A sources sought notice, or a request for information, is an agency saying publicly that it is thinking about buying something and would like to hear from industry before it decides how.

Most small businesses either ignore these or send a capability statement with a cover note. Both are missed opportunities, and the second is worse because it looks like participation without being participation.

What the agency is actually doing

At this stage the agency is trying to answer questions it has not settled. Does a capable small business community exist for this requirement, or does it have to go full and open? Should it be set aside, and under which designation? Is the technical approach it has in mind realistic? Is the period of performance sane? Should this be one award or several?

Every one of those decisions shapes who can win. And every one of them is still open while the sources sought notice is on the street.

Why the response matters more than the proposal

If enough capable small businesses respond credibly to a sources sought, an agency can justify setting the work aside. If they do not, it goes full and open and you compete against companies with a hundred times your proposal budget.

That decision is made on the responses received. It is one of the few moments in the process where a small company's participation directly changes the shape of the competition it will face.

What a real response looks like

Not a capability statement. A response written to the specific questions asked, that does three things.

First, it demonstrates you can actually do this scope, with reference to work you have done that resembles it. Not adjacent work described optimistically. Comparable work.

Second, it answers the agency's implied questions helpfully. If the draft period of performance is unrealistic, say so and explain why, with what you would recommend instead. Agencies remember the respondent who improved the requirement.

Third, it establishes your designation clearly, because that is the box the contracting officer is trying to tick. If you are an eligible small business under the relevant NAICS code, make that impossible to miss.

The part that compounds

Respond to sources sought notices in your space consistently and something happens over a year or two. The program office starts to recognize the name. When they have a question about the market, you are one of the companies they think to ask.

That is not an advantage you can buy in the thirty days after an RFP drops. It is built quietly, in responses to notices that most of your competitors did not bother to answer.
